- Preheat your oven to 375°F (190°C). Grease a 13x9-inch baking dish.
- In a large bowl, combine the refried beans, salsa, cooked rice, and 1 cup of shredded cheddar cheese. Mix well.
- Spoon about 1/3 cup of the bean mixture onto the center of each flour tortilla. Fold in the sides of the tortilla, then roll it up tightly to enclose the filling.
- Arrange the rolled burritos seam-side down in the prepared baking dish. Sprinkle the remaining 1 cup of cheddar cheese over the top.
- Cover the baking dish with foil and bake for 20-25 minutes, or until the burritos are heated through and the cheese is melted and bubbly.
- Serve the burritos warm with your desired optional toppings such as shredded lettuce, sliced olives, grape tomatoes, and avocado.
