- In a skillet over medium-high heat, cook the ground beef until browned. Drain off any excess fat.
- Stir in the water and taco seasoning. Cook for 1-2 minutes until the seasoning is fragrant.
- Add the cooked rice and shredded cheese to the skillet. Stir until the cheese is melted and everything is well combined. Remove from heat.
- Lay out a flour tortilla. Spread a layer of nacho cheese sauce, then chipotle sauce, and sour cream in the center.
- Spoon the beef and rice mixture over the sauces. Top with tortilla strips.
- Fold the tortilla in half, then fold the sides inward to create a sealed package.
- Melt the butter in a clean skillet over medium heat. Place the folded tortilla seam-side down in the skillet.
- Cook for 3-5 minutes per side, until golden brown and crispy. Repeat with remaining tortillas.
